for 1907 on account of increased increments. It is better, however,
to pay salaries with increments to a trained Staff than to pay
initial salaries to constant series of recruits who leave the
Department as soon as they have acquired some knowledge of the
work in it.

The Postmaster-General's scheme also includes
a sum of $3,526 for new appointments, viz.:- 5 clerks and 1 shroff
at $480 and two postmen at $120 with $24 lodging allowance. He
strongly urges that these additions which are independent of the
question of alterations in scales of pay may be made at once and after going into the matter with him at the Post Office 1 concur
in the advisability of this.

Should you approve of the adoption of the
proposed system of grading for the Post Office, which Department employs more clerks than any other in the Colony, 1 would ask you to authorize me to gradually introduce it into other branches of the service as circumstances may appear to render this necessary
and as favourable opportunities may occur of doing so economical-
ly and with due regard to existing interests. In this connection 1 transmit for your information a copy of a petition for exchange compensation or increased dollar salaries presented to me on the 25th. January last on behalf of those members of the Subordinate Civil Service whose petition of the 25th. February, 1903, was transmitted to Mr. Chamberlain in Sir Henry Blake's Despatch No. 194 dated 9th. April, 1903, and also a copy of the reply which 1
caused to be sent to Mr. de Aquino.
